In the old system, if you didn't meet someone yet, you would not get any warmongering penalty with them.
Here, though, people are immediately denouncing me upon arrival, because of some war fought a long time ago. Some maps are not playable without declaring war.
So I guess I should wipe out people hen, so nobody knows about it.
