Best Civ for Small Continents or Islands map.

Sooo, while I am trying to fix this warmongering decay. I am going to re install and just write directly on the INI file and set the decay to 10,000. Not sure if this will do what I want but.....

I will fire up a new game and try another Civ this time. I have been just loving Germany, who can go wrong with MORE production? It fixes EVERYTHING!

So I was going to open my pallet a bit and try another civ on a more water intensive map. I will go next size up from Enormous to Giant using Gedemons YnAMP mod. I have not tinkered with the latest build but would like our old 'big and small' continents or similiar. I would prefer small or medium continents with navigation at the poles but meh.

So what Civ is good for Islands/water?

England?

Japan?

Norway?

In all honesty I am going to DISABLE time and religion as victories.
 
One thing I've noticed about Island Plates is that there are fewer mountains and rivers and hills are more sporadic. So I find that Brazil, Germany, and Japan are good on those because they get non-standard district bonuses. The AI hardly deal with naval units, so naval advantages are less important.
 
Japan is pretty interesting too. The coastal combat buff is small, though it seems to apply to religious units as well making your coastal cities pretty hard to convert.
The extra district adjacency is good all around, you probably will have less real estate in most of your cities.
 
England. Getting a free melee unit every time you take a city is better than most think. Harbors are better, have two dedicated to pumping out units. Beeline your tech for Frigates and battleships and make sure your science is fast enough to get that before too many others get it. If you are playing Immortal or Deity, it won't be possible, you will have to play catch up hardcore on science and just wait for alot of late game war. Prioritize the runaways first.
