I never got into air units: they're always running out of fuel on me, and they generally take too many shields to build. Much easier to build a bunch of artillery and tanks than to send planes, half of which crash into the ocean.
It's not that hard, look at the moves left to the right. Bombers have two values, one for moves left this turn, and between brackets total moves left. Fighters must end every turn in a city.
By the time I get to steath, there is nobody left to kill. (saving one AI city)
Early on it's archers and chariots.
Once I get gun powder I send dips with an escort of muskets to to infultrate and demolish a city from within.
When I get howie's, the game is over. Build about 60 of them and 20 spys and just go crazy.
Why would you want to "throw away" 60 shields for a one-shot weapon? Add another 100 shields and build a stealth bomber in a city with an airport and you get a unit with a better attack factor and its almost indestructable. Only Steath Fighters (note the s for plural) have any real chance to shoot them down. Yeah, Ageis cruisers eat em for lunch, but they also swat cruise missiles like flys, too.
I find I can do a lot of damage with cavalry if the timing is right - by the time stealth comes along I've usually given up conquest and am concentrating on spaceship build.
