Oh, that makes a lot of sense. And if it doesn't count Rationalism, it probably doesn't count city-state contributions from Scholasticism either. That would explain why bulbs often help me a lot less than I expect. I knew that RAs didn't count toward bulbs, but it never occurred to me that policy bonuses might not.

As a rough guideline, I settle before Scientific Method and save after for bulbing at the end. I usually end up with 3 academies.

Still looking for a turn 200 science win on normal speed after the latest big patch where the AI spends all of their cash. (I'm on a Mac so I just got it recently.) But I did nail a turn 196 win right before.
