[BETA] "1 turn to Create Fishing Boats" on Tundra

In the screenshot within the spoiler below the popup reads "1 turn to Create Fishing Boats" on a Tundra tile.

It is just this particular tile, no idea when this tile got this message, I don't have any work boats, no Japan in this game and obviously there is no Fish on this Tundra...

Hanoi has several tundra tiles where this message also appears. Even the tile where a road is being built this message appears

Hanoi has a Work Boat, and Pearls where it cannot get to from that point. A savegame is added as attachment in the first post.
