As India I have met four civs, three of whom don't seem to have any (There are a few clouds left in their territory, but I have four in my neighborhood and the fourth civ has at least one.) I was briefly able to trade one, but am no longer able to. (It was pillaged twice, but both times the deals were GPT.) Of my two cotton, it says only one is tradeable, which is odd in itself, but again, none of those other three civs seem to need it. (I have one wine, and they all want it, even though two of them have some as well. None of the CS have cotton.)
