This was encountered in the Beta but I don't know if it occured pre-patch (never encountered this before).
The AI (England) had founded Protestantism and then started conquering Brazil and Denmark whose cities were all catholic. She now had more catholic than protestant cities in her empire by 1 (4 vs 3) and helped Pedro's vote to force Catholicism as the world religion.
I feel this shouldn't be happening considering the AI will always spread its own religion. The majority in her cities would also not last for long if she converts a single city or loses one in a war vs other AIs or the player.
Save is on the turn the vote is being cast.
