[BETA] City state reveals unmet Civ's name

Met city state Byblos for the first time and got the message "Byblos is looking for war assistance against Mongolia", even though I have not met Mongolia yet. Shouldn't it rather say "Byblos is looking for war assistance against unmet civ"

Do you have a save you could attach that demonstrates this? Preferably from the turn before? Thanks!
