Why is this emergency so rare that it never seems to happen? I bought RnF at launch, which was almost a year ago, played consistently since yet I have never seen this happening in a game.

Does this happen to anyone else?

Last night I had an Ottoman rock band blocking builder access to my spaceport. When the alliance lapsed I declared war to move it. Betrayal emergency triggered and now I'm at war with all but one civ, including all four other allies. That's with GS though.

Because the AI very rarely backstabs you. You have to declare a war/denounce (I don't know if denouncing is necessary) another player who has had a Level 3 Alliance with you.

They are very very rare. I've seen it once, but hilariously enough it was the AI (Georgia) backstabbing me for whatever reason in my first GS game as Scotland. Only Russia, who became best friends with me after that, joined me. I returned conquered Russian cities and captured Tbilisi, ending the war. This resulted in the Georgian empire falling apart and losing its distant cities everywhere.

Really cool emergency, but very rare because it can be very dangerous since even your own allies can join the fight against you.

I have them if not a lot but in every second game. Not against me. OK, only once against me. They seem pretty brutal - their target is to take out capital in 60 turns. In other words remove player in a way.
I never had a nuclear emergency on the other hand in GS. I think it was removed. Is it?.

Yeah, I know I can trigger it myself, but I want to get an achievement which requires you to join a betrayal emergency. The AI has to be the one to trigger it.

Nope, nuclear emergency is still there.

If the diplomatic system was actually good and flexible, it would be possible to declare war against a friend or ally, and this would trigger a betrayal emergency and massive grievances from everyone.

The super-rigid diplomacy ensures that things like that can't happen. And the AI gets such huge opinion bonuses from friendship, alliances and defensive pacts(which now always come with alliances yet still give their own bonuses) that once you're their friend, you will remain their friend for the rest of the game unless YOU decide to make them your enemy.

Firaxis heard the complaints of erratic AI behaviour and went too far in the other direction.

I'm not a fan of game throwing in the name of "diplomacy". It's an oxymoron in a strategy game where your diplomatic choices are part of play quality.

The reason why this is rare is because it requires an AI civ to establish at least a Level 2 alliance. That can take a long, long time.

I played multiple R&F games and the problem is that the game was always over well before the AI was close to getting this alliance level. (Similarly, it took a long time for me to actually reach Level 3 alliance with Gilgamesh for Bromance).

AI's aren't always interested in allying with each other (sometimes you get situations where everyone just hates everyone else). And the AI isn't very likely to backstab you at this point in the game.

I did end up getting this by playing an extended GS game where I intentionally avoided certain victory conditions to ensure a long game. (It took even longer to finally win Diplomatic Victory because I didn't get to do any Aid Emergencies).

Eventually, you just want two AI's to repeatedly ally with each other. Once they have established Level 2, the next time they would renew their friendship, the turn before you bribe one of them to attack the other. That should trigger a Betrayal Emergency which you can then join (even though you instigated the betrayal).
