Pretty sure it has to be flat, despite not saying it anywhere. But the tile belongs to St. Petersburg so maybe try swap and see if it allows a hill build?

Some wonders are a bit surprising like that. One would assume Big Ben would go on flatland. Taj Mahal is another one that, curiously, can be build on hills (as long as they are next to a river).
