The effects of Big Ben in the book (page 154) say: Cost of Gold purchasing in all cities is reduced by 25%

Anyone have a clue what this is saying? Does it mean that the cost of buying gold is less? (buying gold with gold??)

I think they are meaning that when you purchase something in your cities, using gold, that anything purchased costs 25% less.

Yep, and it applies to even late game stuff like stealth bombers, nukes, etc. It's actually a really nice wonder to have if you've got a good economy setup.
