Strategic resource tiles are EXTREMELY rare, subject to depletion, and extraordinarily difficult to trade for. Thus, wars, wars, wars.
The fact that there is nothing left to explore after 500ad is a little irksome. I will be posting on this subject a few days after Christmas. A solution would probably not be possible within the confines of Civ3, so I intend to enjoy the game as it is now.
I rarely have problems with resources. There is no choice in the game but to expand rapidly in the Ancient Age. If need be, you must pop-rush settlers. You must settle in Jungles, Forests, Hills, everywhere possible.
If you don't have an important resource, you'd better start making friends. I'm a peacemaker, and a generous sort to any true friend, so I can usually secure the resources I need.
