I've made a simple billboard building that can be used for more abstract 'buildings' like commercials, campaigns or propaganda. I've included three examples. The first one could be used for some sort of health campaign:

I guess, the ingame displayed image is 1 plain .dds file, so that it can easily be exchanged, right?

Aye, that's the idea. The .dds file looks like this:
