Bismarck DoW while already at war?

I've often heard sullla say that the AI does not plot when they are already busy fighting a war. But just now Bismarck who is deep into a war with Augustus (I played on a few turns and they did not sign peace) just asked med for 150 gold and when I refused he declared on me. What gives? So asking tribute is not part of the plotting mechanism?
 
I think when the AI demands something at Cautious or below, refusal can mean instant war.

I'm not sure what the odds are. :dunno:

It happens so rarely I was never able to study it.
 
Refusing demands can lead to the AI immediately responding with a DoW, but it's an extremely rare occurrence even under ideal(?) circumstances. More often you'll see an AI start plotting war on you because you refused a demand, though I'm not sure if already being in a war prevents the AI from being able to do that.
 
Oh well, I guess this game is lost anyway. I had some turns of really bad luck. One turn before I wiped out the Zulu, Shaka bought off Pacal to enter the war. He did not send any troops at all but bought off Ragnar to pound on me. I took Ragnar's capital and second city and then he vassals to Pacal who refuses to sign peace. And now Augustus vassaled Bismarck and of course went for his closest neighbour - me - after that.

This is my first loss on Emperor. I was just getting comfortable. Perhaps too much. Forgot to build AP-hammer buildings, forgot to research HR for a long time in order to build elephants early. That would have finished off Shaka much earlier and probably given me a better chance.

Similar weird occurence I witnessed while watching AI games a coupla days ago: an AI got dragged into a war via a DP triggering. It then declared on a different AI right after (not in the same turn, though), while still at war.
It obviously had been plotting on that second AI before the DP triggered, but that apparently did not cancel the plotting.

I was able to find a mention of this thing happening before.
