black screen after intro

This is really wierd and i want to play this game so bad!!!

Whenever i start the game (directx9) the intro lags then i hear a beep and it plays flawlessly but turns into a black screen after the scene is done.

I ctrlaltdeleted and saw an error message: error could not load arrow xml file.

when i exit out of the error the game stops working.
Anybody please help me!

Please verify your files in Steam.
To do that go in Steam to library -> games -> civ5 -> right click -> properties -> verify integrity of the games files.
Do that until it says that no file had to be reacquired.
