Blockade?

Is there a way to blockade or an effect from blockading? I seem to remember reading about some effect before game release, but I don't see anything now. I kind of assume if you're attacking a coastal city it requires a naval vessel in order to create a siege but I haven't tested it yet.

Yes that's correct. Need to have ZOC on all tiles around city center. Land units don't not have ZOC on water tiles which is why you need a ship to fully block a coastal city. As long as there is one tile that is free there will not be a blockade (eg you have units on 5 land tiles but one coast tile is open)

Effect = city cannot heal
