The Autocracy ideological tenet 'Elite Forces' should make your military units do more damage to enemy units when wounded; but this does not show up on the combat info window where all the modifiers and percentages are usually showing.
Is this a bug or is this tenet actually broken? The 25% more damage would be very powerful if you have the other Autocracy military-boosting tenets as well, and maybe even Honor policies. But it puzzles me why I can't see these percentages anywhere in game.
Furthermore, if this tenet does indeed work as it is supposed to, what does this do for Japan's UA, Bushido?
