I sometimes turn on animated battles just for kicks.

Noticed that certain land and naval units will bombard during "off turn" simply by having an enemy unit pass by in an adjacent tile.

What is the formula for this action? Is it based on defending unit or what? Mobile? Attack vs. defense?

does anyone know?

particularly interested in the naval component
 
It's called 'Zone of Control', and some units will fire a pot shot off at an enemy unit as it passes adjacent squares. Not sure on the probablility of it, but you might find something in the forums about it.
 
IIRC from the manuals and experience, Zone of Control is assigned to certain units plus units sitting on a fortress (built by workers), and a city-built costal fortress will take ZoC potshots at passing enemy ships.

Side note: Once I had to manually route my units because the auto-goto route was passing an enemy cav that was taking 2 or 3 potshots at each unit going by. I don't recall if cav's have ZoC or if he was on a fortress.
 
I'm pretty sure Cav's have ZoC. At least, I remember Cav's taking potshots when they weren't in fortresses.

Of course, it's easily checked via the editor.
