Border expansion Civ IV style

I was thinking about what I would most like from Civ IV in VI and I think I got it. I hate the single tile border expansion. I was thinking a ring type expansion a la Civ IV would help immensely. Does anyone know where (or if) I should go to try and mod that. I am not overly mod savvy.

Not something easy to mod, but I've converted my civ5 mod with cultural diffusion to civ6, it's included in my W.I.P. project

The parts that may interest you are there, but it may already be very dependent of the other section of the mod:
