Border Tension questions

Hi all,

Will settling this city on the coast cause tensions with Napster? If I understand the land target thing correctly, the answer is no, but I'm not sure. Save is attached (I use BUG).

Forgot the formulae, but I think its somehting like (number_of_tiles_stolen+leader_modifier)*landtarget_modifier. As long as you don't steal any tiles you should be fine, except that some nutters can give you some penalty just for land target.

Also forgot what tiles count, probably only city's BFC.
