have modified the movement rates.
Actually you have to make some key decisions early on. I didnt put this in the readme file but I will now.
1. you start with Monarchy but its possible to immediately switch to democracy. That seems reasonable to me given that in 1588 the idea and principles of democracy were known and discussed. In fact they were part of the reason leading to the English civil war in the 1640's. But if you choose democracy you lose any chance of developing Leonado's workshop or Copernicus observatory before the Chinese, Indians or French.
2. you have enough settlers to settle at nearly every place that Britain ever conquered - but not enough troops to guard and grow them all. This reflects the real issues that Great Britain had to face.
3. Its a cheat but I have some settlers and musketeers on the site of Hong Kong island. However whether you decide to move inland and fight the chinese whilst they are behind or settle Hong Kong and develop the Asia spice industry is another key choice.
4. Suez. Again you could use your forces to fight the Egyptians and open the Suez canal. This will save you a LOT - a real LOT - of moves in the early stages but you might miss colonizing the gold and diamond fields in South Africa. A key source of wealth a 100 or so years later.
This is just a selection of the choices I out into the mod.

I've been working on this mod for about 3 months.
testing, changing, testing. it may irritate some
because you can only play as the English. This is
not deliberate. I havent worked out how to set the
players start positions and attributes and still be
able to switch nation at the start. If anyone does
know then please email me.
I'd like to play the mod as the French or Spanish.
Acknowledgement / WARNING
==========================
You MUST have Civ III "Play The World" installed to
be able to play this. I used the TET map that comes
with the mod as a starting point. Unless you have PTW
installed many of the support changes for the tet maps
wont be in place.
Full respect to the TET guys for setting the cities
for the orginal map.
Mod Objectives
==============
The year is 1588, Britain has just defeated the
Spanish Armada and Europe is just about to enter the
age of discovery. The leading European nations are
packed with settlers looking to discover and settle
the new world.
Can the British create their empire?
Notes
======
It wasnt politically correct but I liked the slavers
in Civ2. I have tried to create a scenario whereby
slavery is represented by stacks of barbarian workers
in Africa. Capture them and send them to work.
But be warned they can as easily be captured by others.
THE GAMES SHOULD BE PLAYED ON DIETY LEVEL. Anything else
is far too easy if you're experienced enough to install this
mod.
The Aztecs, Inca's and native Americans are still around
in 1588 but pretty backward. Unfortunately I dont know how
to stop them developing as fast as other nations so if
ignored then you'll find them developing pretty fast. This
spoils the historical reality but who knows what would have
happened if they had been left alone?
Changes
========
I've made so many changes to the mod and this game
I dont know where to start. Some that I remember;
- upgrades, jumping from rifleman to gurillas seemed
stupid and not in keeping. So you go from rifleman to
British infantry.
- musketeers are enabled for the Germans, British and
Spanish as well as the French
- Elite units are stronger
- Ships can travel further. Otherwise it would take
too many turns to reach Australia and New Zealand
- developed nations have a small number of cavalry units
although in 1588 they didnt really exist. It wasnt until
about 1640 that cavalry as represented started to show up.
