Brown flags?

I went on to the cities.gif file in the civ folder, and noticed that in the flags section there are the seven colours and that of barbarians, and some odd inexplicable brown flag. I'm sure that there's a simple explanation, but I'm more confused than I was when I found advanced tribes in ther after world war 3 scenario. PS- I made a five move 12 attack SAS unit that negates ZOCs, and none of my oponents ever use them.

The brown flag is not used. It is only an extra graphic, sort of like the alternative modern city graphics. There is also a second row of flags that are not used.
