[Buffy] Scoreboad shows Civs in wrong order

BtS 3.19, BUFFY 3.19.003, Windows 7

All of a sudden the scoreboard is no longer showing the Civs in score order, I can't figure out what the order is either, seems very random!

Anyone any ideas?

Are you sure that those out of order civs aren't vassals to another empire? It seems weird that BUFFY would just reorder them like that.
