[BUG] CS requests obsolete wonder

No one ever built the Colossus, and long after it is no longer available some CS requested it.

I vaguely remember seeing this posted somewhere, but I'm not certain and don't see it on the bugs list.

(Actually I wish I could build it, it'd be a nice cheap wonder to get +100% culture in one of my smaller cities)
