Bug or Feature: Upgrading Units Loose Experience Points

I had a Unit with about 40/50 Experience points, I upgraded it , and it had 10/50.

Any ideas if it is intended, or a bug? (kinda sucks if its intended)
 
It's by design, but can easily be modified in an xml if you want.
