Bug or my Computer?

When I go to the diplomacy screen, the leaders picture is warbled by black shards. Is this a bug or is my computer too weak to process the game?
 
Hit the "Windows key" + "R", type in dxdiag, hit enter. A menu will appear, with a save option at the bottom right. Select this, save it as a file (easiest may be to save to your Desktop) and attach it to a new post in this thread (it will be a text file). To attach a file to a post, choose Go Advanced and scroll down on the resulting screen to Manage Attachments.
 
Thanks for posting your DxDiag.txt file. As far as I can tell, your GPU (NVIDIA GeForce GTX 285M) doesn't meet the minimum requirements to run the game. It supports DX10, but not DX11. Your best chance is to set all video options to the minimum (low), but still expect slow performance and video artifacts. Perhaps someone else has other advice.

Say it ain't so!!!! I play civ 5 on the highest settings and no problems. Is beyond earth that much more advanced?

Thanks for the advice. Sadly I think Ill need a new laptop if you're right...

This is incorrect. The 285m is comparable to a 9800GT (non-mobile), which itself is a evolution of the 8800GT, which is listed by Firaxis as one of the "minimal" cards.

All of those are "only" DX10.

If the 285m isn't able to run BE, than 8800GT couldn't run it either.

The problem appear to be that BE only has a shaky compatibility with pre-DX11 nVidia cards, despite the fact that those are advertised to run with BE.

Something similar happened back in the day with Civ5. Althought he 8800GT was advertised as "recommended", Civ5 ran abysmally slow on it (and other nVidia cards with DX10).

On the steam forums, several people with cards similar to yours reported that the glitches disappeared when they rolled back their video driver to a slighly older version:

POTENTIAL FIX: I've actually managed to solve this problem by rolling my drivers back (from 340.52 to 337.88). This has solved all of the problems -- minimap, leaders, etc. I think my framerate has even improved, although that could be my imagination.
(Didn't work with DX10.1 cards, though)

If this doesn't improve things, you could try the standard Civ/BE troubleshooting:
- verify game cache (via steam library)
- uninstall and reinstall the game

And finally contacting the official support if all else fails.
