When updating the xml section for 'maxplayerinstances' it correctly understands that the max # of buildings is set to that value (when using firetuner to add the buildings to cities) but when building the last number of buildings the game 'moves' the 1st built of that building to the next city you built it in.
Example: I build 3 out of 4 of my newly created building and it works fine. I then create the 4th, and it kills the 1st, thus leaving me with 3 again. This is a repeating loop. I suspect this was a carryover from when palaces were movable. Currently it's making variable numbers of buildings impossible.
