I had a city adjacent to Mt. Kilimanjaro, with another normal mountain two tiles away from the city, not within my borders yet. Mt. Kilimanjaro allowed me to build an observatory, but not Machu Picchu. I then bought the mountain tile two tiles away, and was immediately able to build Machu Picchu. Before/after pictures and save below.
