Bug:
If a building requires another building to be present as a prerequisite, you can still build it anyways.
Steps to build hanging gardens without aqueduct:
(1) Go to the city screen for a city without an aqueduct.
Observe that the hanging gardens icon is greyed out.
(2) Click on the aqueduct icon to put the aqueduct in the build queue.
Observe that the hanging gardens icon is no longer greyed out.
(3) Ctrl-click the hanging hardens icon to put the hanging hardens at the front of the build queue.
Observed Result:
The Hanging Gardens is now at the front of the build queue, without there being an aqueduct in the city.
Expected Result:
One should not be allowed to place the hanging gardens before the aqueduct in the build queue.
