BUG - sack of Havana never changes governor

Havana was prettily heavily fortified so I sent a pirate ship to reduce its garrison. I then attack Havana after landing on shore. usually at most two attempts either by sea or by land will change a governor. I have sacked Havana at least ten times, including at least twice with ZERO soldiers and the governor still never changes

this is not the last Spanish city. I have patch 1.0.2.0 of the game installed

anyone else run into this problem?

Is Havana's daughter currently kidnapped by Mendoza or married to you? That prohibits changing the city's governor.

There is also another scenario where changing governors is disallowed. If you previously changed a city, you can't change it again until/unless an AI invasion fleet conquers it. That's probably unlikely here though - it could only happen if you previously changed Havana from something else TO Spanish.

There are also some reports of additional conditions when changing governors is disallowed. Might be the case if Montalban or Raymondo are currently sailing to or from Havana.

thanks for the help. it turns out I had married a daughter from Havana long before I started my rampage of capturing cities, and hence had forgotten it. I also did not know that it was a rule cities with your wife in them could not be captured by you

I sure wish the strategy guides had noted that you are unable to easily recapture the same town. one poster even claimed (incorrectly?) he could get to Duke by repeatedly conquering the same city for different nations. so how did he force the AI to continue to retake this city while he lurked offshore???
