Bugged graphics in low detail mode

So when I set all my settings to low detail, the graphics look like this:

Something is not right, right?

Specs:
Intel Core2 DUO E8400 @ 3 GHz
Windows 7, 64-bit
NVidia GeForce 9800 GTX+. Driver version 8.17.12.6099
DirectX 11 (and I run Civ5 in the 10/11-mode)

I'd like to run in low detail, because high detail gives me pretty poor performance end-game. Suggestions?

I think it's the issue with tesselation (which gets disabled on low settings).
You shouldn't have these problems when the graphics are set to medium.
