CIV 5 (Steam ver) Missing Text

Hello everyone, I am here on behalf of my wife who loves to play CIV5. She used to play on her old laptop which runs too slow. Lately I built a new PC with better specs for her to play but for some reason, all text are not loading in the game.

As you can see from the screenshots posted, all texts are missing except for the "Windows" text in the in game menu.

Upon starting up the game, I get no error messages. I have verified the integrity of all files via steam before. I have deleted the CIV5 cache folder. I have tried starting in DX9, and DX 10/11. Still the problem persists.

Our copy of CIV 5 has never been modded before.

Besides not being able to see any text in the game, the game runs completely fine!

I just updated my GPU driver to the latest version too, still no dice.

Update: It turns out that when my wife played CIV 5 on her laptop, she played it with Traditional Chinese text. Once I changed the language in steam preferences to English, the text showed up. Now I just need to find a way to change this game back to Traditional Chinese.
