Thanks for bringing this up, I figured out what the problem was.
When modifying puppets I looked at a puppet and saw a 0% modifier, so I assumed it wasn't working and added the modifier to another spot in the code. It turns out the puppet I looked at already had a Market's +25% canceling out the puppet's -25%, so in the end I mistakenly added the puppet modifier twice. This should be fixed in v108.4.
