In the poll thread there were questions as to when we would start the project. The MoI gets the final say in where it goes (with the help of the people, hopefully). I believe the question of when is decided by the MoI and the governor of said city (again, hopefully with the help of the people). I would just like to state that as MoI, I have no plans to build the Globe Theater this term. (It looks like we might squeeze one more TC in.)
I would like to act like a real politician and dump this problem in the lap of someone else. Namely, next term's MoI Ice2k4.
