In Civ 6 a city can build a district or wonder up to 3 tiles away, but to build a farm improvement on a tile next to the city, it first has to build a worker/builder unit which then moves to the tile and improves it. Cities can be build close together with a minimum distance of 3 tiles, so the wonder one city builds might be located directly next to another city, but only the first city can contribute to the project while the 2nd city can do nothing.

It would be more consistent if cities would only plan structures like districts, buildings and wonders or tile improvements and if all structures would be build by builder units. This would also make it easier to help a small city by sending builders to set up basic buildings in a few turns.

To not crowd the map too much around wonders or modern districts, a more powerful builder unit like an modern engineer unit could be introduced which has more basic builder loads and can contribute multiple builder loads in one turn. City production could be used to recharge builders/engineers to full strength.

Building costs would be multiples of builder loads.

To coordinate work of multiple builders on a wonder or expensive modern building, a special Great Engineer unit might supervise the building site. Making the supervising engineer a precondition for expensive buildings would limit the number of parallel projects like wonders a player can run at the same time.
