Building Cities & AI recommendations

When I build settler, AI recommends the new city location with "white-circle" sign. What do you think about these recommendations? Are these best places to build city or not?

On what facts AI rely when recommending these places?
 
Don't listen to the AI. It's the same FUBAR logic that it uses to place it's own cities, which is horrid.

But basically it prioritize certain tiles (like hill for defence and floodplains). At least it goes for quality over quantity (it has little trouble with overlaps, which is good).
 
Nine times out of ten I ignore the AI's recommendations. It seems to be considering the unimproved land when it recommends a city site. It doesn't seem to favor riverside tiles for the health benefits and it seems to like settling on strategic resources. And it's recommendations tend to overlap heavily. (Good short term, poor long-term.)

The tenth time, I realise I overlooked something in considering my city site.
 
And with BTS, riverside have become quite important, if the game isn't won by the time you get to steam power and levees/dikes.
