Sometimes, especially early in the game, I will have workers build roads to resources and such that are a few squares outside of my borders knowing that soon I will be able to access them. Does anyone else do this? Does it seem like wasted effort?

i do it at times. heck, during that "well, i'll need them when i get replaceable parts/railroads/biology/state property but don't need them to do anything right now" stage and have the time and patience, sometimes i have them improves tiles on the edges of my empire but not in my city crosses.

sounds bizarre, i know. but the AI simply can't resist stopping to pillage. and that gives me more time to shuffle units between cities while they make their approach *giggle*. some folks delete their during that stage, sometimes i delete some but not most and have them take a nap in a nice banana patch, and sometimes i keep them busy so that the enemy will be busy on their way to me later.

Yeah, I do that if there are no tiles i need to improve. Mostly if I have wokers outside my borders it to build a road to a city I plan to build in a few turn - this sis definatly not a waste IMO. Having workers sitting doing nothig is a waste.

not a waste. I'll often have a worker head out to a new city site before the settler is even done. Military resources get roads immediately, a forest gets prechopped for the granary (er, monument to you non-incas), etc.. Depending on the state of the whip back at the capital, that worker can often sneak over and help too, or at least plop a road down on that hill tile inbetween so the settler moves faster.

Obviously you need fogbusters to cover your workers..

i do this too. WHen I go, hmm... what should I have my workers do now? I build roads towards resources I know I will pick up eventually. There is only so many cottages/farms/mines you can build early game that the pop can work then ur workers are free.

If I have idle workers, I'll also build roads that lead to my very favorite CIV IV strategic resources... AI cities.

Having a road that leads to an opposing Civ's cities makes getting to those cities and then taking the cities much easier. If there happens to be a forested hill along the way, that's a nice site to park a medic and an archer/longbow or two so that your units have someplace nearby to rest while they heal and prepare to take more cities.
