Does it mean I get a golden age that is twice as long, or that I waste some turns in "double golden age" time when I don't actually get twice the benefits?

I believe it makes it adds those 8 turns of golden age (or whatever it was) to your current golden age, so yes it doubles it. Same if you trigger a new golden age with leaders when you are currently in one. So you could have a golden age go on for 16 turns instead of just 8 if you wanted (or even more if you want)

Yeah, I think I read that in the manual. If you start a GA during a GA, it just gets tacked on the end.
