I'm having a real hard time building this, I keep getting the no location for this message. Please someone explain me or give me an scenario or screenshot anything of where I can build this. I'm willing to settle a new city just to get this just so I can.
There's two things that can mess this up. One, if there's a lux or strat resource on the tile. Two, if there's a reef. Otherwise, it's any coastal tile adjacent to a harbor and land. Can't build it away from land.
