Buyable Districts and wonders

I'm wanting to mod if districts and wonders are purchasable.
My modding knowedge is very basic so i may be missing it. I looked thru the xmls at Sid Meier's Civilization VI\Base\Assets\Gameplay\Data, but didnt see anything there that would stand out. If anyone could point me in the right direction. or even better if something like that already exist i havent found yet.

the new royal society building in rise and fall expansion will allow you to purchase districts with gold, I believe (or maybe it was another building or something)

so you should probably wait for that code to be released
