Buying units/improvements in Civ I.

Ok, forgive me if this has already been asked. I played Civ I way back in the dos days and even still have it working in a virtual dos environment. It definitely has a button to buy improvements or units in the city display. I recently acquired the windows version and it doesn't have the buy option in the city screen. Am I unable to buy improvements or is there something I am missing?
