C2C Alt-Tech Implementation (Steampunk)

I have often researched some of the "alternate" techs such as Steampunk, but I have never been given the option of building units or buildings related to that tech. Why? What more do you have to do to implement the alternate tech's neat features?

You have to build the culture before you can build the buildings/units.
 
So, how can you get the culture to build? Getting a particular culture as a build option seems to be a crapshoot.
 
The "punks" are each linked to a different resource ...

Clockpunk = Sulphur
Steampunk = Coal
Dieselpunk = Oil
Atompunk = Uranium

Note they must be in the city vicinity.

Megafauna Domestication is separated into many different trainer buildings.

And Cyberpunk and Biopunk are currently not linked to any resource. Just the first person the build them.
