Ok, i´ve done the math considering the terrain of Madrid and a golden age period, and the city is poping some 37 shields per turn without corruption since its the capital....meaning 11 turns to build Leo´s. Ok nevermind then.

A golden age isn't necessary. If you haven't yet noticed, the game has accelerated production activated, so Sistine Chapel costs only 150 shields and Leonardo's Workshop 200.
