Tech tree ends in Republic.
2 - Rise of Rome: Despotism, Imperialism, Monarchy, Oligarchy, Republic, Tribal Council
Imperialism comes at the end of the tech tree here, and provides a nice boost, giving commerce bonuses without any war weariness.
3 - Fall of Rome: Tribal Council, Imperialism
Strong counterpoint provided between the corrupt, aging Roman Imperialism and the vigorous barbarians with their Tribal Council.
4 - The Middle Ages: Despotism, Monarchy
Nothing special in the governments here.
5 - Mesoamerica: Blood Cult, Despotism, Monarchy
No war weariness in any of these, as war is a constant in the scenario. Blood Cult is the end of the tech tree, and has both significant bonuses as well as drawbacks.
6 - Age of Discovery: Blood Cult, Catholic Monarchy, Despotism, Protestant Monarchy
Interesting split here for the different civs, along with government-specific wonders.
7 - Sengoku: Despotism, Feudalism
Feudalism is the government to go for here, to get the War Council (ala United Nations) required for the diplomatic win.
8 - Napoleonic Europe: Monarchy, Republic
All civs are already assigned to their respective government, either Monarchy or Republic.
