Plexus sent me this PM, and I found it interesting:

"National Growth Bill
Mr. President,
Because I lack the ability to initiate a council vote do to the current constitution, I will bring this issue to your attention; Many of our cities are not growing due to our largely forested areas outside of our cities of Fox Nest, Eyr, and Washington. Our nation's capital could easily grow to size 12, if it was given a chance to do so. So, I propose a plan to deforest areas around our nation's larger cities. Our target completion date is approx. thirty-six (36) turns after the bill is passed and fifteen (15) turns after the project commences.


I. Areas near Fox Nest, Eyr, and Washington that are forested are to be cut down or "deforested" and those units to be protected from our enemies.

A. Workforce distribution
1. Roughly 70% (10 units) of our workforce are to be localized to these areas.
a. 7 units of the workforce to the area outside Fox Nest and Eyr.
b. 3 units to the area around Washington.

B. Workforce Protection
1. An Immortal, for evrey two worker units (3.5 or 4), is to act as a border sentry south of the capital establishing neccessary workforce protection during this time of war.
a. these sentry units are to use the "fortify" command one square outside of the border of Fox Nest and placed accordingly around it.

II. This Bill may be changed in any way to suit the Nation's current or future needs.

III. If this bill is passed by the Cabinet and the President, It will go into effect twenty-one (21) turns after passing and the project will commence on that 21st turn.

So what does the Cabinet think?
 
I think that's a great idea but I don't think a vote is necessary. This is Domestic's bailiwick. Just bounce it off of Eyrei.

EDIT: Actually, I might be wrong. Since it also impacts Military during time of war Falcon needs to be on board as well. The multi-departmental impact might require a vote (or at least a popular poll) after all.
 
The Trade Department also agrees, as we need to improve our lands. There are other nations that are better developed than ours (minus the standard AI mistakes) in terms of roads, irragation and mining. There is a lake at Fox Nest that can be used for irragation. Instead, our grasslands are mined in the area. I suppose the Military Department could look into this, as it may have to do with their battle plans.
 
I also agree, especially if we can time the harvest with construction of specific buildings, so as not to waste the resources (shields) generated. (Especially temples, I think they already have libraries!).
 
I support this measure. During this initiative, we must also bring fresh water to the area. Thanks, Plexus, for writing that up.
 
Let's cut down those trees. I need firewood for our victory bonfire anyway. :-).

Let's make Fox Nest productive by deforesting.

I'm glad to see our Cultural Leader is looking to do the most that can be done with our trees so that they do not go to waste. This is important after all since trees are irreplaceable (unlike our citizens).:rolleyes:

I am also glad that the mayors of San Francisco and Eyr are so concerned with the growth of Fox Nest.

I am a bit curious tough about how the production of Fox Nest will increase by chopping down the forests and building it up to size 12. I am a bit behind but at size 8 Fox Nest was producing 15 shields/turn. Changing the 3 forest tiles to grassland would drop this down to 10 shields/turn. If the rest of the forest has also been cut down then the additional four tiles that would be worked at size 12 would add 2 shields/turn and building mines in place of the forests (and on a couple hills) would bring in 8 more shields/turn, totalling 20 shields/turn. This is an increase of 5 shields/turn but is only acheived after the forests are cut down, mines built in their place and Fox Nest reaches size 12.

This bill also states that 70% of our workforce would be used for at least 15 turns (I'm not sure if mining the de-forested areas is included in the bill). That would leave only 30% of our work force to do everything else needed during that time period. We must consider this project in light of other projects that call for our attention.
 
Currently, the other project our workers are engaged in is the building of roads to connect all our cities. This should not require too many workers, and once the project near Fox's nest is complete, they can be reassigned.
