Can I download any mod I want?

Hi folks!

I bought Civ5 last year and played it for a while but now I have discovered a lot of mods that make it even more fun to play.

Only problem is for example: I have not payed for the spanish dlc and there is a mod that makes it possible to play as the spanish. If I download and install that mod, do I risk to get banned?

If no, can I download and install any mods without risk?

The mods, which add one of the DLC civs, are not related to the DLC (...unless I missed anything), so there's no danger in that.

You have to pay for the DLC's at the steam store. Once you pay for the download, the new Civs and their leader show up on your regular game list of Civs. (you can have Elizabeth duel with Isabella on a menu map.) You can also go to the mods and play the scenario by itself. Once you give them the money Steam is very happy to let you play! They need a little voice to say "y'all enjoy this then come back and by more!"
 
There are some mods that take the place of DLC, but they are not as good as the real DLC. It will have the same bonuses as the real civ (unique ability/unit/building), but not all the graphics. So Spain might just have a 2D background when you contact them. Any unique units and buildings will be reused other unit/building graphics, not the real ones. The actual art is owned by 2K/Firaxis and cannot be distributed for free, but the game mechanics are perfectly legal to emulate.
