Is there a way to get resources without building a city next to it?

If not, is there a way to expand your borders, like you would in Civ5 with a general?

The answer is no to both questions. Strategic and luxury resources must be inside the culture borders of one of your cities to be improved.

No to the first... semi yes to the second, there is one Great Merchant that can do that, but it is 3 "charges" claiming only one tile, and he can't "steal" a tile.

You can also buy tiles out to a distance of 3 (as long as they are unclaimed)..and you will Very slowly continue to claim tiles out to an unknown distance..probably 5)
 
A city state suzerain bonus give you one copy of strategic resource that you have revealed but not own.
I think it's Hatusa's? I forgot.
 
That city state bonus is ridiculously OP. I had it luckily in a game where I had absolutely zero resources. Not even iron or horses. Due to its suzerain bonus you literally never need to have resources. It gives you 1 of each resource in game for free. And 1 is all you ever need. It's crazy
 
Too bad it seems AI is prone to go war with city states.
