Can I install G&K Retail over CivV Steam?

I purchased CivV on Steam but would like to get G&K from somewhere else so I don't have to go through Steam's crappy offline mode system anymore. If I buy G&K from somewhere else can I install it over my Steam version and will it work without Steam?
 
G&K is an expansion, so you will need CivV and therefore need steam. I guess the most important part of the retail G&K-game is the code which unlocks the "G&K-content" for you.
 
The retail version is basically an install disc that then links to Steam and puts it in your Steam library. The retail Civ V, which I bought in a store, installed Steam and required I access it before running. You just switch and keep it in offline mode and then it's fine. Only turn it back on when patches or DLC you want is coming out.

The good thing is I lost the CD at one point and needed a new computer, and through steam I just reinstalled no problem.
