Can I make it so that an army doesn't need a leader/improvement to be built?

I want to make armies buildable without the leader/improvement requirement. How can I do that?

.. i think it needs something to allow it to be built.

make it your palace (editor for improvements and flag it for building army).
then it will come right away, and everyone has to have a nice palace.. makes since too. (or flag barracks...)

NOt having the editor to look at to confirm this but I belive you have to select which civs can build it. Since it has no civs sellected currently.
