Can not invoke worldbuilder in customed games?

I have a question:

When I play customed games or customed scenarios, I can not invoke worldbuilder by pressing ctrl-w or any other methods. Is there anyway I can invoke worldbuilder?

did you check the Lock Modified Assets box on the game startup screen? that makes WB inactive. but afaik it works even in scenarios as long as LMA isn't checked, and as long as you're playing SP not MP.
